Wal-Mart blackballed the 6' Black line for the first couple of waves because they were demanding the line be sold cheaper (IIRC around $15, which was the still the standard price for most 6 inch figures at the time) and Hasbro told them "fuck no, you are going to sell them for $20 a piece because we intend that to be the new price point for all of our six inch figures company wide".
Also, the first couple of waves of Black figures sold for shit, clogging shelves with Slave Leias, A New Hope Han Solos, and Greedos and "name" figures like Prequel Obi Won, Darth Vader, and ANH/ROTJ Luke Skywalker not showing up until the sixth or seventh wave.
