1) Titan masters sold way above expectations, so they wanted to keep them around, but TR already had several powermaster characters so they eventually decided on the pretenders being them
2) Somewhere down the line someone made the suggestion of matrix power up forms and they just retconned the inner pretender bots as primes and scrapped the planned retools
The fact that the "Who should be the next prime" poll lead to optimus Primal, and had a deathsaurus looking "ancient evil" that we now know is Onyx Prime (first beastformer) Tells me that they had a plan for just about everyone in that poll to get a new toy.
The fact that, since the poll, we have gotten an Arcee/Ultra Magnus TR pack, and we're getting a primal, I'd put good money on us getting the rest of them in some form
I think they were just going to create a new prime toy if any of smaller bots won, and have them go inside it like the rest.
