It also doesn't help that, as you said, there just aren't very many pre-movie Decepticons that aren't combiners, which they're clearly reluctant to attempt, probably for good reason, especially now. Can you imagine a current MP, with it's super-complex, 110% cartoon accuracy agenda, ALSO trying to be a combiner limb or torso? Especially considering how completely terrible most combiners looked in the cartoon, it would just be a clusterfuck no matter what. You would have over-priced, over-engineered toys that are actively trying to look terrible.
Plus, geewunners don't want to admit it, but all the coolest 'cons were post-movie, or never even showed up in the cartoon at all, which means MP will likely never touch them, seeing as how they won't even do diaclone nobody repaints. Oh well, at least we got Exhaust and Loudpedal, they're legit more interesting than all the seekers or memewaves they could throw at us.
