So why did so many figures back in the 90s that originally had a color changing feature have later versions come without it?

Color change features werent too reliable when new. As time went on the gimmick faded, both from toys and the desires of children.

Ray Filet was just repainted 3 times not someone with a color change gimmick right?

Like I see 3 different repaints of him at cons all the time but just assumed it was running changes and not 'this ziplock bag/room is hotter then the other"

there are only two. the op pic is the re-release, with a yellow/blue chest design. the original, which had a color change feature, looked like this. any other you're seeing is just this version in various states of aging/wear, the colors vary quite a bit on it when loose/played with. but yeah there were only these two.
