You're wrong about Mission 51 being the only thing that didn't make it into the game though. I remember seeing official prerelease stuff that mentioned New York City (not to mention the city camo and box were included in the game) and if I'm not mistaken, there was a screenshot from Kojima/Konami that showed an area unlike either of the ones in the final game. There was official confirmation that you could originally go back to Camp Omega, and there were cutscenes for it in the trailers.
Also, you said Chico, Battle Gear, and the guard dogs being scrapped doesn't matter, but I beg to differ. MGSV was empty, and it's really odd how they dismiss Chico as being dead in a side conversation. They hinted at something being up with Amanda in Ground Zeroes, too. I'm sure they intended for there to be more, but the game got rushed and most of the plans had to be discarded. The gameplay presentations showed a lot more dynamic overworlds with actual stuff to do outside of missions, and yet that wasn't in the final game.
Like I said, what actually made it into the game is shit and I doubt the game would have been perfect even if it was true to what it was intended to be, but I don't think it was a matter of Kojima being lazy. I think it was a matter of Kojima wanting the game to be too much. I doubt the budget spent on getting the rights to all those 80s songs was worth it, for example.
