Charlie is the one with more personality and story but isnt really presented well in the movie, but you can notice it in hindsight.
Charlie is the youngest and looks up to blue, and basically follows HER more than owen or even the indominus. think of her as the little sister.
"Hey! Charlie, dont give me that shit!"

She doesnt attack owen, and she just looks kinda like "oh hey owen. i have no idea whats going o-" dead.
you can basically think of it as she was following blue following the indom, instead of following the indom. thats why the indoms orders didnt override her familiarity with Owen.
