The reasoning is that there are large number of roles for Western white actors already, so it's fine to re cast white characters as other races (like Momoa as Aquaman which nobody is mad about), whereas there arent that many roles for Asian American actors so it was a dick move to originally cast Skrein, taking away one of a very small amount of them.
Or to put it another way, nobody complains when Japanese movie industry casts a random white guy, because in that industry there are already a lot of roles for the actors working there of that race + opportunity of "representation". It's not as straightforward as you're reasoning with "washing".
