Asia in general is intolerant of drugs. Can't say I blame them after the brits nearly destroyed the Chinese with opium. They take it much more seriously because the west virtually used it as a weapon in the east. Not to mention some of their laws are just leftover from America rebuilding Japan and no one cares to change it.
