Almost everything that's produced is sculpted to scale since the 00s.
Some companies still use 2ups (traditional way since at least the 70s), which is sculpting at twice the size it's going to be, so they can sculpt more detail. As shown with HAsbro, they don't need 2ups.
Most sculpting have gone digital, so it's done by computers, like with Hasbro. They scan physical sculpts or just do it only through computers. This switch happened sometime in the 10s.
This allows them to reuse sculpts very easily, as seen with Rocket Racoon's ML. He was first sculpted in 1:18 and then that same sculpt was enhanced for his 1:12 release.
Weapons resizes are also common to see.
Basically, you really don't know how it was handled and basically comes to the artist' preference and the capabilities/equipment of the toy company. A company like HAsbro has the resources to modernize, whereas a company like 4H is set in the old ways.
