Nearly all the boards in 4chan started as result of people congregating with other people who shared the same hobby, leading to the creation of sub-communities within the boards, which could grew enough to warrant it's own board. As example, /m/ was the result of mecha fans on /a/, and /tg/ was the result of warhammer guys having their 40k day on /m/, I think it was Wednesday. I'm not sure, but I think /toy/ was born out of /a/ buyfag threads, but that thread didn't disappeared because rule 2 forced people to stay behind to talk about statues.
Disregarding that, essentially we always had generals, but we didn't use to call them like that. Some grow so big they become their own thing and give birth to new boards, some others vanish or were rightfully banned, like shows out of air in /co/.
They can become cancer when there's not enough material to sustain them. By example, the frozen generals were banned because they weren't talking about the film anymore, but about their fan creations, which were scarce and not very worth of note. On the other extreme, most generals in /vg/ that can sustain themselves are from those games that constantly have updates and events, like tournaments and such. Small games with no support (many old fighting games, like SF4) can't survive in /vg/. And usually the generals in /vg/ have tons of helpful material for those who want to join into the game. Much better than asking for help in /v/.
As for /toy/, I think it works fine. People accuse the generals from degrading the quality of here, but I think it was the opposite. People congregate into one general because the rest of the board tend to be hostile, so it's better to stick with other people who shares news and reviews, rather than starting a new thread and get subjectanon to shit on X or Y detail because muh autism. At least in a general, baits are drowned.
