Now to answer your question, among the first 10 issue, issue 1-3 Wolverine had the brown suit. This first 3 issue sets the default X-Men looks for the remaining decade, because it sold obscene number like >1 million copies, a number that never to be seen again in the following quarter of century. But then on issue 4 and on, practically from 1992 through until the Fox X-Men movie in 2000 Wolverine had tiger suit.
So knowing this history it kinda depends on your choice. If you want the purest of the purist "Jim Lee X-Men" then it should be brown suit. Brown suit showed up in the first 3 issue of X-Men 1991 and star in the iconic confrontation with Magneto. However if you want the more generic 90s look X-men that is not necessarily Jim Lee, but more of X-Men the Capcom game, X-Men vs. Street Fighter, X-Men animated, and 90s X-men comic for the better part of that decade then go with Tiger stripe
