Because Michael Bay couldn’t be arsed to feature some fembots in “Dawson’s Creek with Occasional Alien Robots in the Background 2: Shia Goes to College,” Hasbro couldn’t be arsed to go through with manufacturing the last of 3 biker girls intended to form a 3-part combiner.

ROTF Deluxe Class Toys Chromia and Arcee were released 2009, and intended to combine with the later-released Transformers (2010) Elita-1.
A lot of fans were anticipating the combination once the first 2 bikes were out, shortly before ROTF premiered; there was nothing on the packaging/instructions to suggest it, but both frames had unexplained attachment points, allowing the first two to become an obviously incomplete larger robot. Several of the writers intended Arcee, Chromia, and Elita-1 to be 3 bodies sharing Arcee’s mind between them, but Bay dropped the idea to include the three either as separate or as hivemind characters, and instead had 2 of them killed onscreen with the third later implied to have died offscreen.
Hasbro promised to make instructions for combining available online after the 3rd bike sister was released. But, instead of creating a new mold which fits with the other two, they just recolored the first bike, rendering the combination impossible, and released the instructions anyway.
So, instead of 3 bikes with 3 unique attachment sites which allow them to combine into 1 triple-bike bot, we got 2 bikes with 2 unique sites, followed by a later redeco of one bike and a failed promise by Hasbro that they could combine.
