But, if it were me and I was really fucking desperate to change that tongue? Looking at it, I see at least two or three hinges that attached to the blocky housing the tongue's stuck to, so I'd be nervous about removing the housing itself less I accidentally cripple the entire extreme chomp. What I'd probably do is take some kind of sharp instrument, possibly if you have a really good knife you think can handle plastic and rubber, or possibly a drill or dremel tool if you have one. Maybe a soldering iron if you're desperate, but you should do this outside and with a respirator mask because that shit gives off toxic fumes.
Now, what I'd do is start cutting underneath the tongue itself as far back as you can to try and dislodge it from the base. I think it might just be attached to the housing by a peg in the middle but I don't know for sure, but it can't hurt to try and go towards the middle to see what's up.
Now, I specify the bottom of the tongue and not the top(even though you can see where it's connect to the housing easier at the top), because you'll want the top to be as undamaged as you can possibly make it, as the bottom shouldn't matter aesthetically as it'll be mostly hidden, and the rex's teeth and cheekbones get more in the way of coming from above anyway.
But basically from there, I'd wing it to figure out how to cut it the rest of the way off, sand off whatever parts look kind of trashy, and then get some plastic glue to bond the tongue to the lower jaw.
If you want something much higher quality, you're going to have to hope for a toy modder who actually knows what they're doing to drop by.
