Odds are they toyed with the idea of doing Mako after Ryuko and Satsuki first released, maybe even did some mockup design work, but by the time Satsuki was out the door, KLK had come and gone and lost steam. Now that the ArcSys game is coming out and will probably cause a short burst of interest in the franchise, GSC is dusting Mako off and getting her out in the hopes of riding that wave.
