For a long time, unlike the west people in Japan bought anything that appealed to them without worrying about wether or not they knew the character on the product. This would lead to lies of products competing with each other by creating something far cuter then the last. Hundreds of cute designs got made this way without care for the character itself unless they turned out popular enough in polls to be printed on a different product run
And this is how Japan became the Kawaii King, by consumers wanting something simply for the merit of it's cuteness and not how well the character is known
