Here's a weird quirk I found while trying to track this figure down that we can maybe ponder or discuss: Why is it that nearly every Saban show had its toys manufactured by Bandai, but the VR Troopers figures were produced by Kenner?

my guess is a lot of Saban shows were Japanese imports and Bandai already had the rights, but VR Troopers was all American so a US company got it

VR Troopers actually spliced together three different Japanese Metal Hero shows, so it was more Japanese than any Saban series. The only American parts were the Battle Grid scenes, which used original suits with modified TyrannoRanger/Red Ranger helmets.

I doubt it. I had most of the Power Rangers monster figures when I was a kid, including the larger scale ones. Don't recall seeing this guy ever. Very likely came from outside of the US.
