Mod Podge is fucking terrible on customising dolls and I am sick of people ruining their dolls with that bullshit just because they think paper and plastic will react to the same material without any further thought and then parroting that information to people who don't know any better.
Any of the brush sealants will not achieve the texture you NEED if you want to work with pastels and watercolor pencils as you need the sealant to be atomised at a level that only works with airbrushing or spray cans.
If you're looking for alternatives, at least look towards the Customs thread or Ball Jointed Doll thread as the materials they recommend are more similar than fucking mod podge.

I can generally spray 5 or so layers of Testors Dullcote on a vinyl face before the surface loses its "tooth" (the texture that makes it feel like paper) and it begins to take on a yellow tint. MSC on the other hand I can easily spray 20+ layers and build up colours without those issues.
Citadel Purity Spray I can sometimes stretch it to 10 layers but again the build up leads to the texture losing tooth and taking on a yellow tint. Plus it's harder to find than Testors cuz I don't have many Warhammer shops nearby.
And yes, you certainly do hit a point with watercolours and pastels that you can't build up any more colour without it becoming patchy or scratching the sealant underneath so you need to spray on another layer.
If you're starting out, just get Testors to experiment but don't expect it to look good.
