Licenses have routinely been split up like that, hence Mezco making dozens of DC figures. Hence DCC making hundreds of DC figures. Hence LEGO making hundreds of DC figures. Hence Figuarts making dozens of DC figures. Hence Mafex making dozens of DC figures. Hence Hiya making DC figures. Hence Storm Collectibles making DC figures. Hence Funko making DC figures.
Notr that EVERY single one of these companies are producing products filling various niches that Mattel doesn't. And they're all sold in a variety of stores, physically and/or online... if not exclusively.
It's the same way that Hasbro has the Master license for Marvel and Star Wars toys, yet despite that Mattel makes diecast ships while Hasbro makes/made diecast ships as well, because theyre marketed differently (replica vs whatever mattel made).
This is how licensing works, because each company is LICENSING shit to fill that little niche they're doing and almost always pay to fill that niche exclusively. Companies like Hasbro got it good with Star Wars and why they bought Kenner and later Galoob to get THOSE niches too. Same shit with Playmates.
You can make the claim but we can see from how LICENSING WORKS that it WOULD be DCC that would prevent NECA from releasing 7" figures, but in actuality, it's WB (not Mattel nor DCC) that prevents them. WB, as the LICENSOR, can't give NECA the rights to make those types of figures because ANOTHER licensee holds those rights.
A breech of contract is serious business and it's up to WB to enforce the licenses, usually by approving shit... or not.
