Titans Return has the best face and is the most stable in both modes, but doesn't have anywhere near as good a weapon and she looks pretty chunky compared to her sleek comics appearance although its a positive as much as a negative since it also helps her blend into G1 aesthetic.
If you can get the Combiner Hunters set I'd go for that just because she's a superior version of CW mold and comes with great colorations for Chromia and Arcee. Otherwise, I'd advise you to get Titans Return. Its also the figure that matches the Machinima cartoon, if you liked that.
There's also a 3rd party Windblade that's got a cute chibi head that is really good, sells for like $20 on AliExpress and eBay, and a $100 Leader-size Windblade 3rd party being previewed at the moment.
Plus we know Windblade is getting a figure in the current Siege line, which so far has been fantastic so your best chance at a decent Windblade is probably going to be that although she might end up looking different from the comics version.
I'd suggest staying away from the kids cartoon Windblade figures. Can't remember the first ones, but the current one is Cyberverse. The plastic is cheap and the transformations are not exactly great. Some people claim they are the best, but I disagree. Check some youtube reviews of them if you want to see if they look better to you though.
