Originally NECA had the licence to do Godzilla, Rodan, Mothra and Ghidorah from KOTM.
Godzilla and Mothra were the first prototypes made, Godzilla's being a slight remolding of the G14 figure and Mothra's size helped with progression. Rodan's came third as it would take more time than Mothra despite similar sizes.
Ghidorah had a early prototype made with zero articulation since they had to wait for Toho's permission and approval for where articulation could be added(This went for the other figures as well). Toho waited until after the showcasing of the Monsterarts to give NECA word that they aren't allowed to release a Ghidorah figure as it would be in direct competition to the Monsterarts Ghidorah.
Pretty much Toho was originally going to release their Monsterarts Ghidorah under their Premium Bandai banner for around $200, though became worried about sells of the figure as several Monsterarts releases have failed to hit their projected sells numbers in both General and Premium banners.
The decision was made to make SHMA Ghidorah a General release and cut the price down slightly, hoping it would break even. Though because of this choice Toho/Bandai also came up with a deal that prevented other toy companies from making a similar articulated Ghidorah figure as it would be seen as a risk and direct competition to their Monsterarts Ghidorah.
Rodan and Mothra aren't considered high risk figures as they're smaller and cheaper to produce, though NECA had to base their products more after the concept art they received, while Bandai's Monsterarts line will be more "Movie accurate".
