Generations got several beast wars characters, combiner wars got armada megs, energon optimus as a combiner and even a fucking leokaizer/deathsaurus mix, titans return gave us tidal wave, potp gave us optimus primal, and now siege gave us galaxy prime and an RID magnus reference.
As for "tall leaders" I think there's still a place for the few bots that tower over others, as a commander class figure (maybe a megatronus/fallen) But as far as likely leader class figures in phase 2, if they follow the same armor up gimmick, Star Saber and Thunderwing are shoe ins. If they switch back to regular bots, just with correctly placed 5mm ports so you can slap weaponisers and battle masters on them, Deathsaurus, Straxus, Galvatron, Thunderclash/machine wars prime, skyquake, and if they really want to stick with sunbow animation scale, cyclonus
