I'm Mexican but I don't consider Diego Luna and Oscar Isaac (yes I know he's not Mexican) just being lead roles to be pandering. I didn't watch the movies for them. If you see a black or brown dude or a woman in a movie and your reaction is "this is only happening because of pandering!" I think you have bigger issues.
Just so there's no confusion, I thought RO was alright, TFA was meh, TLJ was dogshit and Solo was inoffensive but forgettable. The problem isn't that there's an agenda, the problem is that there's a serious lack of imagination from the people involved.
