And Garfield was ripped, but i guess it doesn't show when you're wearing spandex because that's just how clothing works 99% of the time? He's wearing latex, not rubber, so it's going to cling to his body as well as most any spandex.
Oh, and "rubber" is chosen because spandex is shit when it comes humans wearing costumes. Not everyone can be Mr Universe, so everyone else looks rather lumpy, and spandex rips with any extraneous activity.
Hence latex suits being made with padded muscles, texturized to be more visually interesting, and then the muscles get shaded to show up better on camera.
