The figures that CAN aim down the sights or cheek weld have the inner shoulder joint and a good head joint, and even then, it's SOMETIMES. It's very dependant on the sculpt and even the type of rifle they're holding.
Here's an example of a figure without the inner shoulder being able to aim down the sights with a cheek weld. No inner shoulder joint, but the head has a barbell joint, which allows the head to move in close enough to do it. The gun also has a short stock, which helps a lot to shoulder it.
