Where companies are showing off tons and tons of products? That trade show exists mostly for toy companies to show off their products to retailers. Toy Fair is where retailers are seeking products to sell in their stores and retailers are making orders right there and then.
Large companies like HAsbro? Just having products there doesn't mean they're sure things that will be sold in stores, but popular things are almost always going to be reordered and other retailers can also make there orders there.
Basically, Toy Fair is also a place for toy companies to beg others to carry their products. The only difference is that Hasbro is drectly begging consumers rather than retailers, so it's directly marketed and sold to YOU.
There is not a single company who makes shit without retailers and consumers giving them money first. Every single product that is made is pretty much a "preorder", whether it's to be sold in stores or sold directly to neckbeards.
No toy company actually ever takes a risk in releasing just that product. The risk comes from FUTURE sales, ie, licensing costs and other investments (and wares, employees, overhead etc).
