Playmates was approached to make toys of the comic, and were only interested if a cartoon was attached. They made designs for additional characters to use in the toyline and cartoon.
The cartoon didn't strictly adhere to the toyline, it took some characters but kind of did it's own thing at first. Neutrinos, and such. At the same time the toyline did this toy, Tricertons and other such characters that did appear for years or never.
it took a while for playmates and the show production to sync up. Though the show was such a huge hit most toys sold anyway under the banner of TMNT. Very few non-show characters shelf-warmed, so there wasn't pressure to include each character designed in the show.
They always seemed to need more toys than the show could or would include, hence all the costume turtle type things too.
