Plus, there are pleany of other characters that are unpopular in Japan that still got Japanese figures (Master Chief, Spike Spiegel, etc). And he got a nendroid many moons ago, so there're precedence for this kind of thing.
He's not as likely as some Nip characters, but he has a chance. If nothing else, I think sooner or latter one of the 1/12 lines will catch on to his western popularity.
