They already limited it not only to Nerf blasters, but specifying 'foam darts' also removes Rival series from the equation which prevents potential richochets that hurt someone.
And honestly you could still surprise people with a Mastodon, just got to talk with the shop owner first. When the card was first revealed me and the local shop owner were chatting about it and he outright said that if I ever did get that card and used it in a non draft/sealed Un game at the shop, he was more then willing to hide my Mastodon behind the counter before the event started.
With the way the shop was set up it would have been even more perfect for me since walking 'two meters' away would leave me against the counter, where he would lift the gun up to the potential shock of my opponent's face.
But yeah, obviously the card favors guns with more ammo and/or knocking power in the darts. And I don't think thats an issue, Un sets are meant to be over the top and it's a long tradition that Un-sets often resulted in people coming in wearing clothes or having stuff that let them game the system a bit more, like not a single pair of Jeans being worn or clothes with tons of colors, that sort of thing.
But I think this card can get away with more over the topness compared to other Un-cards since it was not present in any Un-Set, but was a promo card pack released a few months before Unhinged's release exclusively at Hascon. It was not going to pop up in the sealed events at all, so if someone was going to use it, they not only were prepared to use it but it was a far more "anything goes" game then just sealed.
