I want to get Raidou Kuzunoha figure, because I love his games, but he has these solid plastic capes, which I'm not a fan of.
Is there a market or something for short militaristic cloth capes for action figures? All that comes up in search are capes for batman or fantasy figures.

Did you search eBay? When you look for 1:12 capes all kinds of them pop up. You might not find one that's exactly what you want but it's either that or learn some basic sewing skills and make your own.

Maybe look at 3.75 inch Star Wars stuff for something that can be used that way.

I haven't seen anything EXACTLY like that (black with purple lining and collar), but you could probably contact one of the popular 1/12 clothing sellers on eBay and commission them to do a custom piece for you. It'll cost more than usual of course, since it's custom, but it is what it is. This is a relatively obscure figure so chances of you finding a perfect premade cloak is next to none.
