The toys were the wrong fucking scale period. Don't scale with ANYTHING at the time (GI Joe was 3.75, Turtles which was becoming the new standard bearer was 5 inches; fuck even Transformers were smaller than most COPS toys).
Furthermore they didn't resemble the TV show designs period. Nor did they have proper removable masks except for a single figure (the pilot guy) and most of the cooler characters like Hardtop were only available with vehicles, while the lamer characters were the only ones available as single card characters.
Toss in NO female character toys (even though they were prominent on the TV show), and the god-awful cap gun gimmick? Complete failure, complete AIDS for a cartoon that deserved far far far far better.
