Taking the movie out of the equation we literally have just 1 DBS figure again this year with Zamasu.The Broly movie figures were still DBS related. You can't just not count those: they obviously were done to cash in on immediate hype. They're still DBS figures and with them and Zamasu, you take literally half a year's worth of figures out.
Also, there's figures like Xeno Trunks, Ace, Android 21, that were also unusual releases. They've dumped a bunch of extra stuff in in the last few years that we wouldn't normally get just because it is "hot" at that moment.
The slowdown sucks because yeah, we all want more stuff, but they're getting to the point where what's left is secondary and tertiary characters and forms, and doing things like updates to older figures that need it.
I don't think anything is "up" just that a cash-cow has dried up, and the people who will by the DB/DBZ figures aren't exactly going anywhere when its a 25-30 year old property.
