The problem is convincing the seven ashley's in the office of your designs, who will then say "no i like pikachu" when you made a perfectly good figure. Then after going through several arguments with the people in your company, you have to deal with the ones in the pokemon company. Theres ten layers of bureacracy and people who don't care about toys or even know how many pokemon there are. The WCT ceo literally said in a video, "theres like 500 characters", instead of "over 700 pokemon." You have to deal with these same boomers. This is why kickstarters like beasts of the mesozoic did well in the past. Its not impossible to make a figure, and Hiring idiots make it ten times more expensive.
