I've settled for the colors corresponding to which unseen color spectrum corresponds to their sound-based weaponry.
Frenzy uses high frequencies so he is blue and Rumble uses low frequencies so he is red.

I've always thought Frenzy was red because I've associated frenzy with blood from RTS games. It didn't help when Frenzy in the movieverse looked like a frenzied corpse, which at the time, I wasn't knowledgeable in old TF lore.

Amusingly, Frenzy's the only Decepticon in the movie series to have blue eyes, barring Sentinel Prime.

Hasbro has pushed for Toy colors to be the intent the whole time, and whether the show's flip was a mistake or intent, they kind of just handwave it when other things want to evoke the cartoon. It leads to this weird synergy they have where they know the NAME is important but they don't realize it's also the COLOR for people, so you get things like Red Rumbles getting new toys, but the less popular Frenzy not, so people who just want The Blue One don't get anything.
