The only real option I see is for an alternative to be hosted in a foreign country that doesn't give a remote damn what US law says, and for any US-based creator using said site to hide their identity & location from public view to avoid the fines.
The myth that this will only impact Youtube has people blind to the fact this will affect every US website & US citizen. Their vague definitions and classification of all "animation" and "video games" as being for kids is royally going to fuck over people who draw hentai fan art.
