It's the Children's Palace Toy Chest vhs tape. It was formatted similar to live action skit shows on nick and disney. But instead of skits, the children introed toy commercials.

I think you actually had to pay for it at the toy store. You got a bag of chips with it.

It is notable for being Lacey Chabert's first videoed acting role.
