1. Youtube is an american company owned by google. Coppa doesn't specify where the kids are from, but generally its assumed it applies worldwide.
2. We don't know. On one hand youtube is using these videos for tracking interests over time. on the other the ads on the videos won't be tracking. In addition if a youtuber sells merch they are still affected.
3. Similar effect. the only protected brands are fortnite and minecraft (which youtube specifically made sure were in the ruling) because they are cashcows.
4. Youtube streamers? absolutely. Twitch Streamers? Maybe. It depedns on if FTC has reason to scrutinize twitch. as long as twitch looks 13+ on the outside they should be fine. Youtubes biggest fuck up was telling advertisers what content was hip with young kids, implying they knew young kids were on the platform.
5. Youtube said it knew kids were using their parents accounts. That was a very very VERY big oopsie.
