It could also just be my area. Had no trouble snagging an 80th Cap when that one was released. And as stated, the Worthy Cap kept ebbing and flowing through my area, I just had to wait until I got lucky and the response wasn't "we had a case of those last week/two days ago/yesterday."
As for the Corvus/Loki fiasco....2019 has been such a big year in terms of releases, that I've essentially had to cut MCU figures mainly out of the collecting budget, save for one or two figures. I never really had a big MCU part of the collection to begin with, so it's easy to pick and choose, and in the case of the two-pack, skip if necessary.
