Not when the reason and way it is subtlety broken was pretty much the same reason why black lotus was so broken and OP in MTG. It's a card that ignores the resources and limitations of how much you can do in a turn. With black lotus on turn one it lets you do actions that would normally couldn't be done until you hit turn 3 or 4. That's a MASSiVE advantage.
Card draw in MTG isn't super broken like it is in YGO because everything in MTG is still limited by the amount of Mana you can use each turn, meanwhile YGO the only cards that are limited by resource building is creatures, and that's almost never obeyed thanks to spell cards that DONT use resources. So YGO card draw not only has the usual "card hand size advantage" of card draws in other games, but it also serves as directly increasing what you can do in a turn like the infamous Lotus.
It stuns me that the creator of YGO didn't tell Konami about that since he knew MTG, or maybe he just felt the game wouldn't take off like it did and was content with it copying everything he already made in the manga to please all the fans who wanted more focus on the card game.
Regardless this is a card who was obviously OP to anyone with experience with MtG.
