I can guarantee you no modern Star Trek line will ever make Commander Decker from TMP even if they go all out on making every character.
TMP is pretty disliked as a whole and I can understand why- it's boring, paced like a snail, was a rushed excuse to use up assets they sunk money into for the cancelled Phase II TV series and even then only likely got made because of Star Was sparking more interest in sci-fi. Ertl made some forgettable TMP figures with the usual "doesn't look like the actor" faces of the era, but even Playmates, in their "make everything we can" phase, producing some one-off alien races from TNG episodes, only ever made a 5 POA Ilia in a later line(not that they touched on any of the movies very much, they never completed the movie-era good uniform cast).
As for Decker? If by some chance an expansive line does touch on TMP, he's out because of
