The problem is background aliens are just background scenery and never really shown to do anything important enough to warrant the same amount of sales as say Boba Fett and Luke from the same wave. They aren't as versatile as troopers and you don't even really need them for the titular conflict, only for specific scenes, which is why they are naturally the worst sellers compared to soldiers and main characters.
It's only because people grew up in the 70s/80s with Kenners masses of background aliens that some people have a nostalgic appreciation for their designs. If it weren't for that and parents getting this kind of "trash" figure for their children in absence of the sold out main characters there wouldn't be enough interest in them for Hasbro to have come so far in making the complete Cantina / Jabbas Palace line up.
I have nothing against people that collect Jabbas Palace and Cantina displays but it's obviously an extreme niche market where dedicated sculpts are hard to justify and really getting each and everyone from that scene has always been a pipe dream.
And don't forget we are talking about Bossk here who probably is one of the most useful aliens as Trandoshans very reminiscent of his design appear countless times in games, comics and even two TCW episodes as generic mooks.
