Those are comic book characters and designs that only appear in the comics (and animated movies). Their comics sell a lot less than what those DC animated movies sold and make waaaay less money too, yet Hasbro and Marvel gain fans (read: new AND more money) from selling those figure. Complete casuals buy these toys up and want more, even if they'll only ever read up on the wiki or create their own adventures with other characters from the comics they'll never read. In general, the toys can get them into watching cartoons, game, movies, and comics.
Since you are a retard, i also need to explain how cross promotion isn't an only one way street. You know like where a movie makes people go to McDonalds to buy movie happy meals? The McDonalds Happy Meals also promote the movie, as it raises awareness of the movie. This is why cross promotion is a thing... do i need to bring up that crossing symbol of 'X' to help you out? Or would that trigger you from all the Xes you got in school?
So what happens when your toys are shit? DC/WB got mocked even harder by these metaphorical shits on a stick Mattel made to promote the GL movie.
Mattel was detrimental to DC/WB's image.
BTW, various comics were made into animated movies (and shows) and they did get toys. Planet Hulk and Ultimate Avengers both had bigger sales than the comics did.
