City as a line has already branched out to things like farming, jungle/polar exploration, mining, etc. etc. All of these things have some immediate appeal to kids because you can slap bright colors on them and make exciting vehicles out of them. All of the ordinary vehicles, homes, businesses, etc. that could theoretically go in a Lego city are split into different Lego lines, namely Creator and its small buildings and modular buildings.
If City was merged with the solid "actual buildings" part of Lego and rebranded as something like Town, Civilization, World, etc. maybe it'd be more clear.
