I.e. people with traditional social values who are generally resistant to change in the social order. It's not a "bogeyman", it's literally for the term used to describe people who are against concepts like multiculturalism. It's also not synonymous with 'conservative' as you seem to believe. Somebody can be socially progressive yet fiscally and politically conservative. Identifying as a conservative doesn't necesitate being socially conservative as well.
