There's priority, and I'm willing to bet the four or five molds for Street Fighter 4 was an easy one to allow to get destroyed.

Dutch and Lynn are no different, Dutch body, new head, new arm, Lynn is the Vasquez body with new parts. Etc, etc, etc. All this pays off for bigger things like Power Loaders, Queen Aliens, whatever. They put the effort in where they can, but they still have to abide by a budget. That Marvel Legends Doctor Doom is incredible, most of the budget went into that and She-Hulk, while the rest of the wave is easy repaints and retools. Budgeting.
