I can't recall perfectly but in my recollection they more or less only made a couple Fates every other year from what I remember. They put out three for Fate/zero, but I recall many a fate fag always asking for more characters to get figures like Archer, Shirou, etc. Tons of excitement when those characters finally got something, only for like the next year or two turn into the FGO fest that we currently suffer from.
Compare Fate releases back then to other properties and things were very balanced. Those were the times when they usually released most of the MCs of a property they handle, except Fate ironically.
