PSA: Difference between Web-Exclusive and Regular Release (abdridged)
In North America, this difference is non-existent.
All figures are considered regular release in the United States and Mexico.
In Japan, Web-Exclusive means that the figure will be done to meet the exact amount of orders that go through
www.p-bandai.com, either by private patrons (Japanese Customers) or third party (stores that will order through
www.p-bandai.com. This requires for the figure to be pre-paid as you are preordering it (as per BANDAI guidelines).
A Regular Release on the other hand, is specifically made to be widely available at any toy retailer in Japan. So they have "more availability"
What does this mean for American patrons buying directly from Japan? Means that the web-exclusive is easier to import since they don't have a set amount to allocate, they specifically make however many figures are ordered, and to whoever actually pays the preorder in advance (making it harder to preorder for those that want to pay until the figure is released), but the "web-exclusivity" means that the figure will not have a reissue (per BANDAI guidelines).
The regular releases are harder to pre-order because the store has already a "set allocation" and most stores in Japan allow preordering regular releases without pre-paying which means that a lot of people will take advantage of this, especially since they can wait to pay until the figure is ready to ship.

P.S. from the information available right now, it is safe to assume that Vegetto with 2.0 articulations will be a web-exclusive.
