Amazon.com ships products internationally with AmazonGlobal, which is basically all their warehouses, factories, and locations worldwide.
As for Pulse they have one location and that's in the US as for the issues these are both legal and in general:
Tax reasons, you stay US it's easier to get tax breaks, obviously it can be done with golbal markets like Amazon but that is the richest man in the world with the most powerful consumer based company in the world, most can't get that can of kick back going.
Customs are a massive issue as well, consider how some people tried to get the Sail Barge internationally and the trainwreck that created, it's not as simple as just mailing it and getting there. Never mind the fact you have to make separate sites and data info for international buyers (again something Amazon can cheat because see your address and can get in contract with the amazon of your area)
Communication can be difficult if a problem arises and some countries don't tolerate sellers that don't offer that, again another caveat Amazon can toss because they are an international power house
some countries the import fees have no way for the business to say you will owe xx.xx dollars in import fees and that leads cancellations and other messes they cant control.
Finally some countries have highly restrictive import policies that can get the seller in trouble and unless you have your business there as well to check with those offices you might get a nice surprise of getting the item return with shipping fees that you the company have to pay.
Basically until the world ships like US, Japan, China and a few others, you are going to have these pitfalls where Hasbro would love to sell you cases of this shit, but the draconian practices of other countries to imports keeps them away in fear they will hurt their business rather than help
