I mean, even calling them sweeps implies they are low to the ground.
My suspicion is that originally they were going to do multiple cyclonus types (his Armada) and when that ultimately got cut, the sweeps took their role
As for Galvatron, it was a natural improvement from Megatron. He wasn't a howitzer, he was a straight up classic artillery canon. He could fire without assistance.
If Galvatron was a flyer, then he'd have little reason to ever fight the autobot leader
