The overall look works perfectly for when they're used to substitute effects like shadows or other things that dissipate, creating that blurry look.
This is why Bandai using it to replace actual paint apps looks like crap, because things like eyes and lips aren't supposed to look blurry.
If you actually own that Joker, you can notice that the green is an actual solid paint app for the eyes. You can see that green is solid nbetween the white dots, which are used as a highlighting effect. The pupil is a sold black. The lips are a solid red. The eyebrows are a solid green.
DCC is "blending" the low res print over their paint apps to great effect, like an airbrush is used. Whereas Bandai's just looks like an 80s comic book because they're just sticking their low res sticker over unpainted bare plastic, making the dots more obvious and look bigger.
