Basically fort max and his bots (later to be headmasters, powermasters, and targetmasters) were cybertronians refugees who had grown tired of the war and fled for a peaceful planet.
When confronted by locals, max offered up his head (as did several others) as a sort of collateral to show how they didn't mean harm
But then the decepticons followed them there, and struck deals with the more powerhungry nebulans in an attempt to one up the Autobots and rule the planet, leading to an arms race of masters.
The headmasters minds slowly fused with their partners, which had pretty huge impact, as it allowed scorponok to become a compassionate leader, and form a truce with Optimus, just in time for the fight with Unicron.
It also allowed hiq to essentially become Optimus after the core bot died.
